Even today, it is difficult to imagine a region of the world without some degree of ethnic, cultural, or religious conflict. The 770 million inhabitants of Europe today represent more than 100 ethnic groups of all sizes in fewer than 50 countries, with one in seven belonging to a minority. Even in a democracy, the law of the majority always prevails, and the protection of minorities is not automatically a guaranteed right.
